1. Technical transformation support field
Support industrial enterprises to use new technologies, new processes, new equipment and new materials to upgrade existing facilities, process conditions and production services, focusing on the five development directions of intelligent manufacturing, green manufacturing, service manufacturing, fashion manufacturing and safe manufacturing; We will support the transformation and construction of intelligent factories, digital workshops, and the industrial Internet, support the transformation of energy-saving and water-saving technologies, and support the comprehensive utilization of solid waste and the elimination of outdated equipment to improve production safety.

3. Funding standards and methods for technological transformation
(1) Funding standards
Quantity of support: There is a quantity limit, which is determined according to the annual fund scale and special audit results.
The project funding shall be based on the post-funding system, and shall be subsidized in accordance with the 10% of the investment amount actually completed by the applicant enterprise in the previous year (subject to the invoice time), and the maximum annual funding for a single enterprise shall not exceed 10 million yuan. Among them, the proportion of support for fixed assets investment is not less than 80%.
The investment in technological transformation mainly includes the production, testing, research and development equipment and tools, the purchase, renovation and installation of supporting hardware and software systems, the construction costs for the transformation of the production environment, etc., which form the investment in fixed assets (deductible tax).

4. Application conditions for technological transformation
(1) The reporting unit is an independent legal person industrial enterprise registered in Shenzhen (including Shenzhen-Shantou Special Cooperation Zone, the same below);
(2) the place of implementation of the declared project is in Shenzhen;
(3) The industry of the declared project does not belong to the prohibited and restricted categories in the national, provincial, and municipal industry-oriented catalogs, and the declared project does not belong to the government investment construction project;
(4) In accordance with the "Shenzhen Enterprise technological transformation project record management implementation Measures" (Shenzhen Economic and trade information Regulation (2017) No. 3) in the municipal enterprise technological transformation project record system;
(5) The reporting unit continues to operate in good faith and compliance, and has the production and business qualifications and implementation conditions for carrying out the declared projects.
(6) there are actual manufacturing links, the declared project belongs to Class B (mining), Class C (manufacturing), Class D (electricity, heat, gas and water production and supply industry) in the Classification of National Economic industries, and the industry classification code is between 0610 and 4690;

5. Application materials for technical transformation
(1) Log in to the Shenzhen Economic, Trade and Information Commission (hereinafter referred to as the Municipal Economic and Trade Information Commission) financial special fund management system to fill in the online application form (sample form see Annex 2), and provide the original application paper documents printed through the system;
(2) Business license (copy), organization code certificate, (business license printed with "unified social credit code", can be exempted from the organization code certificate) (copy, stamped with the official seal of the applicant);
(3) the tax payment certificate of the national tax and local tax of the previous year and the tax violation record certificate (photocopy, stamped with the official seal of the applicant);
(4) The financial audit report of the previous year (photocopy, stamped with the official seal of the applicant unit), if the audit report has not been completed at the time of filing, it should submit ① the financial audit report of the latest year, ② the Balance sheet, profit statement and cash flow statement of the previous year prepared by the financial personnel of the unit in accordance with the requirements of the audit report (signed by the legal representative and the financial person in charge, stamped with the official seal);
(5) Technical transformation project record form (record system download and print);
(vi) Detailed list of project input (see Annex 2 for templates, specific invoices, payment vouchers, contracts and other supporting materials do not need to be submitted to the window for acceptance, and will be checked in the audit process);

7. Application acceptance Instructions

Note: A unit can only declare one technological transformation investment subsidy project in the same year.

8. Apply to the deciding authority

9. Handling process

10. Precautions
(1) The construction content of the declared project shall not be cross-repeated with the funded project, and the project with the same or part of the same construction content shall not be declared to the relevant municipal departments. The items verified to be repeated declarations or multiple declarations will be disqualified and the reporting unit will be investigated for responsibility.
(b) The reporting unit submitted industrial gross output value, business income and other business indicators data, should be consistent with the data submitted to the municipal statistical department, the municipal statistical department identified beyond the scope of error to cancel funding, multiple errors, will be listed as "dishonest enterprises", and within three years shall not declare the relevant special.
